If we take the fourth verse of Surah Ibrahim (14:4) as a starting point: "And We sent not a messenger except in the tongue of his people, in order that he might make (the message) clear for them", it follows that the language of the Quran, the language of the people of the Hijaz, and the language of the Quraysh are one and the same.
The origin of the rasm in the mushaf is the Hijazi tongue, not the language of the grammarians and readers, which was later classified and standardized based on the ten canonical readers and their twenty transmitters.

Let us take a look at malaʾihim and wa-malāyihi in Surah al-Aʿrāf, verse 103.

Originally, the alif represented the long /ā/ sound (malā-); no hamzah was written because simply none was pronounced in the early Quran.
The yāʾ was written because it was pronounced as a gliding sound /yi/ (wa-malāyihi).
However, with the stage of classification, canonization, and the insertion of the hamzah sound, the role of the yāʾ suddenly changed: it became the seat (kursī) carrying the hamzah with kasrah /ʾi/, and this is where the ancient maṣāḥif agree.
The second turn was executed by Sheikh al-Husayni al-Haddad in the Giza edition of the Mushaf of King Fuad in 1924.
Al-Haddad moved the hamzah directly beneath the alif (malaʾihim). With this step, he expressed the grammatically most plausible view, since the alif in grammar is the basis for the hamzah sound; he left the yāʾ naked and without phonetic function, without explicitly giving us the reason for it.
Algiers 1911 (aḍ-Ḍabbāʿ) and Tehran 2009 (Merkaz-e Tab-o Našer-e Qor’ān-e Karim) follow the 1924 King Fuʾād edition: now the alif is the kursī, and the yāʾ is silent (both on the top right).
Thus: the first rasm in the Hijaz merely represented a long /ā/ sound with a soft yāʾ; subsequent classification transformed it into a hamzah seat, until al-Haddad completely stripped the yāʾ of its phonetic function in 1924.
Therefore, we must always separate the first Hijazi rasm from the subsequently classified and codified version.
This is one of the few changes al-Ḥaddād made. I believe it is a mistake because he does not take the ancient text as his basis, but rather a subsequent, classified text in which alif is hamz. Furthermore — what is, in my view, a scholarly sin — he made this alteration without mentioning it in the taʿrīf and without explicitly stating his reasons.
If al-Ḥaddād, aḍ-Ḍabbāʿ, and the Merkaz-e Tab-o Našer-e Qor’ān-e Karim assume that Jibrīl revealed the text in the variant of Sībawayh and al-Farrāʾ — that is, in a variant featuring the hamz, which was foreign to the people of the Hijaz — they are effectively ignoring all the maṣāḥif from the first hundred years after the Hijrah.
